Westfall has led the Nuclear Engineering Applications Section of ORNL's Computational Physics and Engineering Division since 1981. This group is nationally and internationally recognized for the development and application of computational software for nuclear safety analyses. Most of this software is operational in the SCALE system, which includes analytical sequences based on the KENO criticality code, the MORSE radiation transport code and the ORIGEN fuel-burnup&radiation source term code.

Westfall first joined the ANS as a student in 1962. For several years he served on the executive committee and as treasurer of the Northern Ohio Section. In the 1980's, he served in all of the offices of the Oak Ridge/Knoxville Section including the chair's role during the preparation for the 1990 national ANS meeting held in Nashville. In 1993 he received the Section's Distinguished Service Award. Westfall participates in the program and governance of four ANS professional divisions(M&C,NCSD,RP&SD,RPD). He has held various division offices and responsibilities, including serving as general chair and technical program chair for topical meetings. He has served on ANS-6, ANS-8, and ANS-19 standards writing groups and he currently is a member of the N-16 standards review group. He was named an ANS fellow in 1994.
