Program Description:
Mr. Donald F. Owen is the Oak Ridge Site Representative for the Defense Nuclear Facilities Safety Board (Board). As Oak Ridge Site Representative since April 2003, Mr. Owen advises the Board with regard to the overall safety and health conditions at the Y-12 National Security Complex and at other defense nuclear facilities in Oak Ridge. Mr. Owens prior assignment was the Boards Site Representative at the Rocky Flats Environmental Technology Site. Mr. Owen joined the Board in 1991.
Prior to joining the Board, Mr. Owen was involved with the design and construction of rocket engine test facilities with the National Aeronautics and Space Administration and with the design of space nuclear power systems in private industry. Prior to this, Mr. Owen was on the headquarters staff of the DOE Office of Naval Reactors and involved with the design, development and maintenance of reactor plant equipment for naval nuclear propulsion.
Mr. Owen holds a Bachelor of Science degree in Mechanical Engineering from Villanova University and a Master of Science degree in Civil and Environmental Engineering from George Washington University.
